Ground Horizon is a specialist engineering and technical advisory company based in Ireland, supporting energy and infrastructure projects with particular experience in offshore wind, ports and harbours, tunnels and underground structures.
We help developers, consultancies, contractors and asset owners address engineering challenges across project development, design, installation and asset management. A particular strength is our expertise in ground conditions and soil-structure interaction, including assessment of their effects on project cost, programme and delivery risk.

Our team were instrumental in the development of design standards — including PISA methodology for offshore monopiles and the ISO Unified method for axially loaded piles. We understand their assumptions and limits, and apply that judgement where projects move beyond established practice, allowing safe and cost-effective designs.
Our team
Prof. Ken Gavin brings internationally recognised expertise in offshore foundations, pile design, full-scale testing and research-led design methodology, built over a 30-year career spanning academia and practice. As a principal investigator of the PISA design methodology for laterally loaded monopiles and co-author of the unified ISO method for axially loaded piles, his work is now standard practice for designers worldwide. He is among the most highly cited researchers in offshore foundations, and has provided consulting services for major offshore wind developments with combined installed capacity exceeding 20 GW across Europe and the APAC region.
Dr Soroosh Jalilvand is an offshore wind technical leader with over 13 years of combined academic and industry experience. His background spans civil, structural and geotechnical engineering. He has led multidisciplinary design and advisory teams across international offshore wind markets, supporting projects from site-investigation planning and concept development through pre-FEED, FEED and detailed design, as well as forensic review and technical due diligence. His engineering work spans offshore wind generation and transmission infrastructure, including foundation and support structures, offshore substations, cable studies, installation analysis and technical advisory. He has supported projects in Ireland, the UK, continental Europe, Japan, Taiwan and the USA.
